Four Metres Wide
On 3 October 2003 a channel four metres across was cut through the sand spit that holds the Senegal river off the Atlantic, to stop Saint-Louis flooding. It worked that week, and within twenty years the channel was six kilometres wide and had rewritten the tides, the salt and the map of who lives where.
The channel was four metres wide. It was cut through the Langue de Barbarie — the sand spit that runs south from Saint-Louis and holds the Senegal river apart from the Atlantic — on 3 October 2003, in a few hours, because a flood was coming down the river and the city sits on an island in the middle of it. On its own terms it worked immediately. The water in front of Saint-Louis dropped, and the flood that was expected did not arrive.
That four metres is now measured in kilometres. Surveys put the new mouth at 800 metres by May 2004, close to two kilometres by 2006, more than five by 2013 and roughly six by 2020. The mouth of the Senegal itself moved about thirty kilometres north in the process — it now sits some seven kilometres below Saint-Louis instead of most of a day behind the spit. The southern half of the spit is an island. A fishing village that stood on the inside of it is under a metre and a half of water. The estuary behind it — the tidal range, the salinity, the ground people grew onions in — now belongs to the sea in a way it did not before, and everything on this stretch of coast dates itself from that afternoon.
What the spit was doing
A sand spit is not scenery with a beach on it; it is the visible end of a conveyor. Swell arriving out of the north-north-west drives sand down this coast in a continuous southward drift, and the Langue de Barbarie is what that drift has built — a bar that lengthens southward year on year, pushing the river mouth ahead of it, so that water leaving Saint-Louis had to run tens of kilometres behind the spit before it found the sea. That detour is exactly what made the city vulnerable in a big river year. It is also what the fishery, the market gardens and the whole brackish system behind the spit had grown up around. Historically the bar broke and rebuilt itself and the mouth moved. What it had never had was a fixed, low-resistance opening a few kilometres from the city, held in one place while the drift kept delivering sand to one side of it.
What the estuary did next
It took the shortcut. With a steeper path to the sea on offer, the ebb scoured the cut wider on every tide and the flood pushed further inland than it ever had. Geographers monitoring the estuary found the tidal range had roughly tripled within two years. The spit itself has been coming apart ever since: satellite monitoring puts the average retreat across the whole Langue de Barbarie at about 3.7 metres a year between 2003 and 2016, on a coast that was already losing ground before anyone dug anything. The salt wedge moved up into Gandiol, where market gardens that supplied Saint-Louis went saline and stopped producing. Doun Baba Dièye was abandoned; what is left of it is a tree and part of a school wall standing in shallow water. And the new mouth, unlike the old one, is a short bar with the whole Atlantic swell on it, which is why pirogues crossing it now capsize and why men from Guet Ndar drown doing a commute they have done for generations.
None of it was an engineering error so much as a mismatch of clocks. The decision took an afternoon, the coast answers over decades, and everyone living between the two timescales pays the difference.
Who moved
Guet Ndar, the fishing quarter on the spit opposite the old town, is reckoned among the most densely populated ground in West Africa: the beach at the end of the street is the boatyard, the market and the road. Floods took the front row of houses there and in Ndar Toute and Goxu Mbacc in 2015 and 2016, and again through 2017 and 2018. In June 2018 the World Bank approved a US$30 million credit for what became the Saint-Louis Emergency Recovery and Resilience Project, covering 927 households — close to ten thousand people — inside a twenty-metre strip along the shoreline, and since widened towards a target of some fifteen thousand. The permanent site is Djougop, on the mainland roughly ten kilometres from the sea, where the houses are better built than the ones they replaced and there is nowhere to pull up a pirogue. Two hundred-odd families flooded out in 2017 and 2018 have been moved there. The ones flooded out two years earlier have not: they went to a transit camp at Khar Yalla that the state itself accepts is unfit to live in permanently, and in August 2025 Human Rights Watch found them still in it nine years on, left outside the scheme built for their neighbours. Underneath the paperwork is the thing no version of it has solved — a fisherman relocated out of sight of the water is being asked to change occupation, and no compensation schedule prices that.
The other answer
The second response is physical. Emergency rock defence has gone in along the worst of the Saint-Louis shoreline, and there is a long unresolved argument about whether to stabilise the breach with jetties, close it, or leave it. Leaving it may win by default, because spits like this one work in cycles anyway: the drift lengthens them southward for decades, a flood or a storm eventually cuts them, the mouth jumps north, and the drift begins rebuilding. That cycle is the part the literature can actually do arithmetic on — knowing the longshore transport rate and the growth rate of a spit gives you a rough date for when a mouth will close, which is precisely the number that would have been worth having in 2003. Nobody has published a year for this one, and the monitoring so far shows a spit still losing ground rather than making it. Decades either way, for an afternoon's work.
Why it is not simply a climate story
The case gets filed under sea-level rise, and the filing is half right and unhelpful. This coast is eroding, the sea is rising against it, and Saint-Louis would have a shoreline problem with or without a cut in the spit. But the breach was not weather. It was a decision, taken under real pressure by people responsible for a city that was about to go under, choosing a certain flood this week against an uncertain coast later — and on those terms it succeeded. What failed came after: no monitoring in place to catch the widening while it was still a hundred metres, no authority whose remit was the estuary as a single object, no budget line that existed on the timescale sediment works to. Emergency powers operate in hours. Coasts reply in decades. Almost no state anywhere is built around the second number, and Senegal is further along in finding out what that costs than most of the countries inclined to have an opinion about it.
What a visitor can see is unusually legible for a coastal argument. Take a pirogue south from the Langue de Barbarie or out from Gandiol: the water runs hard through the cut, the current reverses, and the boatmen read it the way other people read a road. The school wall at Doun Baba Dièye stands above the surface at low water. Guet Ndar at five in the afternoon, when the boats come in over the bar, is the busiest place on the northern coast and is also where the twenty-metre line runs. Then drive inland to Djougop and look at the new streets, the concrete and the distance to the sea. Both ends of one decision are twenty minutes apart, which is rarer than it sounds.
