The Cataract Under the Lake
The Merowe Dam closed the Fourth Cataract in 2008, roughly doubling Sudan's generating capacity and putting some 170 kilometres (105 mi) of the Nile under water. Archaeologists had spent a century assuming almost nobody had ever lived along that reach, and they were given four seasons to find out how wrong they were.
Between Karima and Abu Hamed the Nile used to be a bad river. The Fourth Cataract is about 170 kilometres (105 mi) of granite islands, side channels and rapids, and for as long as outsiders have written about it they have written about getting past it — Kitchener's river column dragged boats through in 1897, and geographers filed the reach as a barrier with settlement at either end of it. Nobody surveyed it properly, because there seemed to be nothing there to survey.
That assumption was tested exactly once, on a deadline, and it failed. In 2003 Sudan began building a dam at Hamdab on the downstream end of the cataract, and the archaeologists were told what the reservoir would reach and roughly when. What they found in the four seasons they had was a valley that had been continuously inhabited for thousands of years. It is now under water — as much as sixty metres (200 ft) of it at the dam end, less as the reservoir shallows upstream — and the argument about what that exchange was worth has never been settled inside Sudan either.
What was built
The Merowe Dam is around nine kilometres (5.6 mi) long and 67 metres (220 ft) high at its tallest section, with ten turbines rated at 125 megawatts each — 1,250 MW installed, which roughly doubled the country's generating capacity when it came online. It was inaugurated in March 2009. The main contractors were Chinese, the engineering consultants German, and the money came from China's Exim Bank alongside Arab development funds from Kuwait, Abu Dhabi, Saudi Arabia and Oman; the total is usually given as somewhere around two billion dollars, and the figure is disputed because the transmission lines to Khartoum and Port Sudan were procured separately. It was the largest hydropower project under construction in Africa at the time, and it was a Sudanese decision, taken by a Sudanese government that had wanted a dam on this stretch since the 1940s and finally found lenders who would build it without conditions attached.
The rescue that had four years
The Merowe Dam Archaeological Salvage Project ran from 2003 to 2008 under Sudan's National Corporation for Antiquities and Museums, with field teams from Poland, Britain, Germany, Hungary, the United States and Sudan itself dividing the reservoir zone into concessions. They recorded sites in the thousands: Kerma-period cemeteries, Napatan and Meroitic material, medieval Christian churches and fortified settlements, enormous fields of stone tumuli, and rock art running for kilometres along the channels. The picture that came out of it was of a reach where the islands and the narrow strips of silt supported dense, continuous occupation precisely because the rapids made it defensible. Set that against the Nubian campaign of the 1960s, when UNESCO spent twenty years and an international budget cutting Abu Simbel out of its cliff ahead of the Aswan High Dam. The Fourth Cataract got four seasons, a fraction of the funding and almost no attention outside the discipline, and the difference is not that the material mattered less.
A dam gives you a date. Everything you have not found by then is not lost in the ordinary way that archaeology loses things — it is filed, drowned and precisely located, and nobody is going back for it.
The people on the shore
Three groups lived in the flood zone: the Manasir, the Amri and the people of Hamdab. Official statements put the number displaced at around fifty thousand; community committees and researchers who worked in the valley have consistently said more, and the true figure has never been agreed. The state offered resettlement to newly irrigated schemes out in the desert at Multaga and elsewhere — houses in rows, land in blocks, and no river. Many families took it. The Manasir largely refused, arguing for resettlement on the new lakeshore instead so they could keep their date palms and their water, and a long negotiation followed that was never fully honoured.
It turned violent before the reservoir even filled. In April 2006 security forces opened fire on a public meeting at Amri; three people were killed by the count reported at the time, and that number is disputed too. When the gates closed in 2008 the water came up faster than the announced schedule and villages were flooded with belongings and standing crops still in them. A criminal complaint was later lodged in Germany against executives of the consulting engineers, arguing they had known homes would be inundated without adequate warning; it did not reach trial. Meanwhile the power went to Khartoum. Households on the lakeshore spent years watching transmission lines cross their heads on the way to somewhere else, which is the oldest grievance in hydropower and none the weaker for it.
The dams that were not built
Merowe was meant to be the first of a series. Two more were designed for the Nubian reach downstream — Kajbar at the Third Cataract, near Kerma, and Dal at the Second — and both would have flooded the heartland of a Nubian population already displaced once by Aswan in the 1960s. That population had watched what happened at Hamdab and organised early. In June 2007, security forces fired on a demonstration against the Kajbar scheme and four people were killed. Neither dam has been built. Whatever else it did, the Fourth Cataract taught the valley below it exactly what a survey team arriving with a reservoir map means, and the resistance that followed is the reason Kerma's deffufa and Soleb's colonnade are still standing in open air.
What the lake does next
A reservoir on the Nile is a sediment trap. The river carries an enormous silt load down from the Ethiopian highlands, and what settles behind a dam is both a slow subtraction from the reservoir's useful life and a subtraction from the fields downstream that used to receive it. Sudan's position on the Grand Ethiopian Renaissance Dam has always been double-edged for exactly this reason: an upstream reservoir that holds back silt protects Merowe's turbines and starves the land below them, and Khartoum has argued both halves at different times. Since April 2023 a plainer problem has been added, because the transmission network has been fought over and substations struck, and a dam producing power for a grid that cannot deliver it is a very expensive object doing very little. None of which makes the dam a mistake in any simple sense. Sudan generated a fraction of the electricity it needed, the government of the day judged that a scheme on its own river was the way to change that, and it built one without waiting for permission. What the record shows is the price paid in a currency the accounts did not carry: a displaced population still arguing about compensation nearly two decades later, a valley documented at speed and then submerged, and a downstream reach that escaped the same treatment only because the people living in it had already seen the film. The turbines still turn. The cataract is a flat brown lake, and the rock art along it is at the bottom of it, mapped.
