A Shade and a Switch

Most people in Europe and North America cannot see the Milky Way from home. Light pollution is one of the few major environmental problems that stop the moment you stop causing them — which is why the dark-sky network works and why LED made it worse first.

A majority of people in Europe and North America cannot see the Milky Way from where they live. That is not a poetic claim; it is a measurement, and it describes a change that happened within living memory. The response — a global network of dark-sky reserves, parks and communities — is one of the few environmental protections that is cheap, reversible and immediately effective, which makes it unusual enough to be worth understanding.

What light pollution actually is

Three distinct problems that get bundled together. Skyglow: light emitted upward, scattered by molecules and aerosols in the atmosphere, brightening the whole sky over a region — this is the one that erases the stars, and it is visible from a hundred kilometres away, which is why a genuinely dark site has to be far from anything rather than merely away from streetlights.

Glare: light emitted sideways into eyes, which reduces rather than improves visibility by destroying the eye’s dark adaptation. And light trespass: light falling where it is not wanted, including into bedrooms, hedgerows and watercourses.

The transition to LED lighting has cut energy use and, in many installations, made skyglow worse. Two mechanisms: cheap light gets used more freely and in more places, which is a rebound effect seen in every efficiency transition; and the blue-rich spectrum of unfiltered white LEDs scatters more strongly in the atmosphere and disturbs wildlife more than the amber sodium lighting it replaced. That is a genuinely counterintuitive result, and it is why lighting ordinances now specify colour temperature and shielding rather than only wattage.

The remedy is a shade and a switch. Light pollution is one of the few major environmental problems that end the moment you stop causing them.

What a designation does

A dark-sky designation is a certification against measured sky quality plus a lighting management plan adopted by the local authorities. It obliges the shielding of fixtures so light goes down rather than up, limits on colour temperature, curfews on non-essential lighting, and ongoing monitoring with periodic re-certification.

The certification is voluntary and reputational — nobody is fined by an international body for a bright car park. Its power is practical: it gives a lighting engineer, a planning officer or a parish council something to point at when somebody proposes to floodlight something, and it converts a preference into a written standard that can be cited in a planning objection.

The ecological argument has become the stronger one and is doing more of the political work than astronomy now does. Nocturnal insects, migrating birds, bats, turtle hatchlings and nocturnal mammals are all measurably affected by artificial light at night. The insect evidence in particular has moved this from an astronomers’ concern to a mainstream conservation one, and it is the argument that persuades a council that stargazing does not.

The economics, which are the real driver

Dark-sky designation has turned out to be a rural tourism instrument, and that is why places apply for it. A reserve gives a region a reason for visitors to come in winter, at night, in the off-season, to areas with no other seasonal draw — the exact opposite of the distribution problem most destinations have. Accommodation, guiding and equipment hire follow. Several designated areas have built a genuine shoulder-season economy on it.

Going to look

Check the moon before anything else — a full moon washes out the sky more thoroughly than a distant city, and a new moon in a mediocre location beats a full moon in a superb one. This single factor decides more outcomes than the destination does.

Give your eyes at least twenty minutes with no white light; use a red torch and put the phone away, since one glance at a screen undoes much of the adaptation. Choose altitude and dry air where you can, since humidity and aerosol scatter the glow from any town within reach. Check the forecast for high cloud, which is invisible at night and ruins everything.

And know what season shows what. The galactic core — the bright, structured part of the Milky Way that people mean when they describe it as spectacular — is above the horizon at night for roughly half the year and sits much higher from lower latitudes and from the southern hemisphere. A perfectly dark site in the wrong month shows a plain dark sky with a faint band across it, which is a fine thing but is not the photograph that brought you.
