Where the Second Sea Went

Bahrain means the two seas, and the second one was fresh — artesian springs along the northern strip and vents of sweet water rising through the seabed offshore. They stopped inside a single lifetime, and what replaced them is a line of desalination plants returning hot brine to one of the saltiest and slowest-flushing seas on earth.

There is a park in the middle of Bahrain called Adhari, and in the middle of the park there is a pool. For most of recorded history this was the island's best-known spring: water under its own pressure, cold, coming up out of limestone in a country with no river and no lake, and reliable enough that people built around it and wrote about it. The pool is still there and still full. It is full because there is a pump.

The name of the country is a dual — al-Baḥrayn, the two seas — and the reading Bahrainis usually give is the salt one you can see and the sweet one underneath it. That is not poetry. Until the middle of the twentieth century divers working the pearl banks a few kilometres offshore filled skins with drinkable water from vents in the seabed, holding a weighted goatskin over the boil and letting the fresh water displace the salt. Every element of that sentence is now in the past tense.

Where the water came from

Bahrain gets somewhere around seventy or eighty millimetres of rain in an average year, all of it in winter, none of it enough to matter. The water was never local. It arrives underground, in the Dammam limestone, flowing east from the recharge zones of the Arabian shelf across what is now Saudi Arabia's Eastern Province — water that fell as rain a very long time ago on land a long way away, moving slowly downhill under the Gulf. Where the limestone came near the surface along Bahrain's northern strip, it came out: as flowing springs on land, and offshore, where the same beds continue under the sea, as the vents the divers used.

That is why everything old on the island is in the north. The tell at Qal'at al-Bahrain, the Dilmun capital, sits on that strip. Barbar temple, four kilometres west, is built around a chamber containing a spring, and the sanctuary at its centre is a well room rather than an altar — in a culture whose water god, Enki, was held to live in the fresh water beneath the earth, this was the point of the building rather than a convenience beside it. The date gardens that fed the island ran along the same line. So did the villages.

The century that drew it down

An aquifer under pressure will flow at the surface only while the head above it is high enough. Bahrain spent the twentieth century removing that head. Oil arrived at Jebel Dukhan in 1932 and brought a refinery, a town and a payroll; the population, well under a hundred thousand at the time, has since multiplied more than tenfold. Pumps replaced the old hand-dug qanat channels and drew from depths the springs never reached. Irrigation expanded, then kept expanding on subsidised water, and agriculture still takes the majority of the groundwater the country abstracts while producing a very small share of what it earns.

Artesian pressure fell through the 1950s, 1960s and 1970s. Springs that had flowed continuously slowed, became seasonal, and then stopped; by the early 1980s the free-flowing springs of Bahrain had essentially ceased to exist. What came next was worse than scarcity. As the head in the aquifer dropped below the level of the sea around it, seawater and older brackish water moved in laterally to fill the space, and the quality of what remained began to fail from the coast inwards. Wells that had been sweet went brackish. Date palms, which tolerate salt better than almost any crop, started dying anyway. The northern gardens are now largely housing.

A spring does not run dry because the water is gone. It stops because the pressure that pushed it up has been taken away somewhere else, and the water underneath is still there — saltier, deeper, and no longer free.

What replaced it

Bahrain did not invent the answer. Kuwait, which had almost no groundwater to lose in the first place and had been importing drinking water by dhow, was distilling seawater at scale from the early 1950s, and the rest of the Gulf followed it. Bahrain was the one that had fresh water and lost it, and it built late: a multi-stage flash plant opened at Sitra in 1975, burning gas to boil seawater. Ras Abu Jarjur followed in 1984, drawing brackish groundwater from wells about sixty-five metres down and pushing it through membranes rather than boiling it — the largest plant of that kind in the world when it opened. Hidd was expanded in stages until it was among the biggest thermal plants anywhere, around four hundred thousand cubic metres a day; Al Dur came on line in 2011 and was matched by a second, reverse-osmosis phase in the 2020s. Essentially all of the piped municipal supply is now manufactured. The aquifer, where it is still usable, waters crops.

The bill

Desalination solves the problem by converting energy into water, which means the real cost is set by the price of gas and paid partly by everyone downwind and downcurrent. The Gulf is a bad place to do it at scale: an average depth of around thirty-five metres, exchange with the Indian Ocean only through the Strait of Hormuz, and a residence time measured in years. Its water is already saltier than the open ocean, and every plant on every shore of it returns hot concentrated brine to the same shallow basin. The intakes of one country sit downstream of the outfalls of another. Nobody has a mechanism for that, because the Gulf has no water authority and the plants were built one national emergency at a time.

The domestic side of the bill has been political. Water and electricity in Bahrain were sold for decades at a fraction of what they cost to produce, and per-capita household consumption rose to among the highest figures recorded anywhere — a predictable result of pricing a manufactured good as though it were a spring. From 2016 the government began raising tariffs in annual steps, applying the increases to expatriate households and to second properties while leaving a Bahraini's first home protected. It is subsidy reform rather than water policy, and it has not yet been extended to the agricultural abstraction that does most of the damage to what remains underground.

What a visitor sees

Very little of this is visible, which is the strange part. The island looks like it is winning: the reclamation that has taken Bahrain from around 665 square kilometres in the 1960s to something near 780 today, the towers on made ground in Bahrain Bay, the causeway to Saudi Arabia. But reclamation is built precisely over the shallow coastal shelf where the freshwater seeps came up and where the oyster beds were, and the two losses are the same loss. Bab Al Bahrain was a customs gate on the waterfront when it went up in 1949 and now stands most of a kilometre from the sea, with a shopping street where the boats were.

The honest place to stand is Barbar, on a winter morning, at the top of the steps into the well chamber. It is dry. Four thousand years ago people cut those steps down to water that arrived on its own, and built a temple over it because water arriving on its own in this landscape was the most significant fact available to them. The water is still under the steps, sixty or seventy metres down, brackish and needing a pump, and Bahrain now spends a portion of its gas every day lifting the sea instead.
